Job Summary

The Human Rights Research and Advocacy Consortium (HRRAC is implementing a child protection-focused project under the 2025 AHF 2nd Reserve Allocation. Job Responsibilities

Key Responsibilities

  • Lead the development of detailed implementation plans, activity schedules, and field execution strategies across Helmand.
  • Oversee the effective rollout of key project components: structured case management, cash assistance, Child-Friendly Spaces (CFS), winterization support, and parenting sessions.
  • Ensure activities are implemented in accordance with CP Minimum Standards, CP AoR 2025 HNRP, and AHF guidelines.
  • Coordinate and supervise provincial project teams (Project Officers, Caseworkers, Mobilizers, Facilitators).
  • Provide leadership and mentoring to consortium partners (AWMEO and NNAWDO) and ensure unified technical approaches.
  • Chair monthly coordination meetings with implementing partners and document action points and follow-ups.
  • Work with the Child Protection Coordinator and M&E Officer to ensure technical accuracy and quality assurance.
  • Ensure appropriate documentation and confidentiality protocols using CPIMS+/Primero system for case management.
  • Support continuous capacity building for caseworkers, CFS facilitators, and mobilizers through refresher trainings.
  • Supervise regular field visits, spot checks, and post-distribution monitoring (PDM) in all three provinces.
  • Lead the preparation of monthly, quarterly, and final narrative progress reports to AHF and the CP Sub-cluster.
  • Collaborate with M&E and partner staff to compile sex-, age-, and disability-disaggregated data (SADD) for reporting.
  • Ensure project expenditures align with the approved budget and activities.
  • Review financial requests and reports submitted by partners; validate expenditures against activity plans.
  • Flag any financial or operational inconsistencies and coordinate with the Finance Manager for corrective measures.
  • Represent HRRAC and the consortium in coordination forums, including CP AoR, Protection Cluster, and donor briefings.
  • Maintain regular communication with AHF, OCHA, relevant line ministries, and de facto authorities for project coordination and updates.
  • Lead project launch and close-out events and present progress and outcomes to relevant stakeholders.
  • Monitor and mitigate implementation risks, including security, administrative, or operational constraints.
  • Ensure full compliance with safeguarding, PSEA, child protection, and AAP protocols across all sites.
  • Act as the escalation focal point for any serious incidents or breaches of conduct related to the project.
Qualification And Requirements
  • Bachelor’s degree in Project Management, Social Work, Humanitarian Affairs, or related field (Master’s degree preferred).
  • At least 5–7 years of experience in managing humanitarian or child protection projects, preferably in conflict-affected areas.
  • Proven experience in multi-partner consortium coordination.
  • Experience in managing donor-funded projects, especially with AHF/OCHA or similar humanitarian funding mechanisms.
